[mICQ] OTR support

I'm sad I could not build it on eisfair, which is lacking aclocal-1.10,
but I tried on Kubuntu Feisty. Build was no problem at all with XMPP and
OTR. first thing I noticed:

This console uses encoding UTF-8.
Warning: Translation de_DE.UTF-8 not found. Would you like to translate
mICQ into your language?

mICQ has a german translation, but doesn't load it here, because this
locale seems to be unknown, although it's nothing special (kubuntu

Jabber messages work better now, cause auth (at least in one direction,
req) works and I see the other contacts online in mICQ.

OTR vs. Miranda, generating key for OTR takes time, but has to be done
only once. Miranda asks for key trust, typed 'otr keys', compared, ok.
Messages from Miranda arrive, but:

mICQ> msg 263133533 cool
263133533 not recognized as a nick name.

I configured two connections, one for Jabber one for ICQ, but messages
to UINs don't work anymore and even adding is broken:

mICQ> add 263133533 RealDampy
'263133533 RealDampy' not recognized as a nick name.

Jabber contacts can be added though:

mICQ> add lespocky at web.de LeSpocky
lespocky at web.de added as LeSpocky.
Note: You need to 'save' to write new contact list to disc.

'auth req lespocky' works, I can accept it in Miranda and see the
contact online then in mICQ. Other way round seems to take some time.
Auth request from Miranda are ignored by mICQ but manual 'auth grant
lespocky' is recognized after some minutes (not instantly).

OTR works both over XMPP and ICQ. The bug which makes it impossible to
send or add ICQ messages to UIN (didn't test server side contact list
yet) is nasty.

One minor thing: outgoing XMPP messages are just not displayed:

mICQ> msg LeSpocky super
11:32:44              LeSpocky >>>

(and of course there are many non-message XMPP messages..)
