Since people keep asking me on ICQ:

* type "optconnection obeysbl on wantsbl on"
* type "contact upload"
* type "save"
* type "quit" and restart climm

If you have too many not-uploaded contacts, then it might get you
disconnected due to too many requests at once. In that case, or if
contacts are missing on the server-side contact list, you can
issue "contact upload" again to upload the missing contacts. Start
requesting authorization for those contacts you haven't yet.

Explaination:

Using a local contact list was disabled by AOL. Thus, you have to set
obeysbl to on to obey the server-based contact list, which means that
you now need authorization.

Setting wantsbl to on will mark all contacts that you have not configured
differently as "I want them on my contact list", so that the following
"contact upload" will actually upload them.
