i guess this is typo - you want : optconnection obeysbl on

as manual says:
Whether to load the server-based contact list upon login. 
This will enforce required authorizations, which will be ignored for local contact lists.

afaik until recently any icq client could use both older TOC and OSCAR protocol. 
AOL has switched to OSCAR completely, so any client communicating now with icq 
server has to use it - which imlicate more things - now you have to upload all
your contacts to icq server (with micq only local contact list was previously
enough), you _really_ have to ask for authorization for seeing status of other 
people. also jabber gateways using TOC wont be working correctly for status now.
