[mICQ] Catalan translation & mingw-libiconv

Hello. My name is Xavi Ivars, and I'm a member of Softcatalà. We
translate OpenSource projects to Catalan (OpenOffice.org, Mozilla
products, Gimp, Gnome,...)

I wanted to start a Catalan translation of mICQ. What shoud I do?

Also, I wanted to ask you how could I get debian packages
"mingw-libiconv" and "mingw-libiconv-dev", because I'm trying to
cross-compile a project and I need them. How can I get them?
