[mICQ] online/offline detection

Hello,

my internet connection is over DSL and my provider forces a disconnect
every 24 hour. (for germans: standard T-DSL 1000 von T-Online) My
server, which is the computer micq runs on, is behind a Netgear Home
Office NAT-Router, nothing special. In case my provider disconnects the
router does an immediatly reconnect so I'm online 24h hours a day. micq
always needs about 15 or even 20 minutes to notice, that the internet
connection was disconnected. In this time micq itself seems to be still
online although my friends see me already offline and my written
messages are just not being sent. micq reconnects automatically but
after this long time.

I'd like micq to reconnect earlier. Miranda for example notices a
disconnect much faster (I suppose in about a minute) although it's not
reconnecting (which could also be a problem of configuration). In the
meantime I'm quite upset of this dead time without communication. Even a
behaviour like the one of Miranda above (no reconnect but fast notice of
router disconnect, which results in change of the public IP-adresse of
the router) would be better than the situation now.

Perhaps it's a config fault by myself, but if it's a problem of micq, I
suggest implementing a better detection of internet connection
online/offline status.
