[mICQ] wrong codepage on www.micq.org for russian translation

Wrong codepage on www.micq.org for russian translation, for example
http://www.micq.org/docs/micq.1.html.ru
http://www.micq.org/docs/micqrc.5.html.ru

In this html code page is right
<meta name="Content-Type" content="text/html; charset=koi-8">

1. Maybe translation tools man -> html use another codepage.

2. Or looks like apache force another encoding.

I have this problem in my Debian server. By default UTF-8 is
set, and meta charset is ignored. I just comment this string

#AddDefaultCharset UTF-8
====
in file /etc/apache2/conf.d/charset.
