That's what I'm doing as well.

No, your expectation doesn't match what mICQ is doing :)

Since mICQ supported several connections, it had the concept of
a current session. If your ICQ connection is the first, then
after login, the ICQ connection is the current session. However,
neuron at njs.netlab.cz doesn't happen to be a nick name on your
ICQ contact list, and it fails the check for being an ICQ
number (surprise, surprise).

You can switch the current session with the "conn select"
command:

mICQ> conn select 1
Wähle Verbindung 1 (Version 8, Benutzernummer 82274703) als aktuelle
Server-Verbindung.
mICQ> conn select 3
Wähle Verbindung 3 (Version 8, Benutzernummer RKuhlmann at gmail.com) als
aktuelle Server-Verbindung.
mICQ> conn select 82274703
Wähle Verbindung 82274703 (Version 8, Benutzernummer 82274703) als aktuelle
Server-Verbindung.
mICQ> conn select RKuhlmann at gmail.com
Wähle Verbindung 0 (Version 8, Benutzernummer RKuhlmann at gmail.com) als
aktuelle Server-Verbindung.

Uhm I guess the output could be improved somewhat in case one
didn't enter an index number (#2 happens to be the connection for
incoming connections).

You can also execute a single command in another session, like this:

mICQ> as 3 s
13:53:21 RKuhlmann at gmail.com Dein Status ist verbunden.
mICQ> as 1 s
13:53:24 82274703 Dein Status ist unsichtbar.

> This is going to be always true.

Indeed. Thanks again.

You're welcome. Though I wish it would be a bit further :)
