[mICQ] cannot login - Application of a new UIN denied / "Beantragung einer neuen Benutzernummer abgelehnt"

Lucky you, because then at least mICQ had no chance to garble the micqrc.

It currently considers all errors from the registration service to be
refused new UINs, and then deletes the connection upon failure. Outch.
